Message: My hubby is British. I am American. When we decided to move to France, because of his EU citizenship, we simply arrived in France, bought our home, and then applied for the carte sejour at our mayor's office. Nowadays, I understand EU citizens do not need the carte sejour but certainly an American does, and I believe it has to be applied for in France.

Message You apply at your nearest French Consulate IN the USA for your Long Term Visa. Upon arriving in France, normally in less than 30 days upon arrival, you must report to your local Prefecture or Mairie to apply for the Carte de Sejour. It can take up to 4 months to receive. You will be given a temporary card within the first month's time. Be prepared to be asked for all kinds of personal data.

As for your address while here, I had to provide that, but I had made a fact finding trip prior to my long term arrival and taken a rental home at that time, so I had my rental contract and address. If you don't, it will affect where you apply for your carte. Ask your local Consulate for the procedure. Don't accept and "I don't know answer." The Consulates are famous for making you jump through hoops to get simple data. Don't be put off, just keep going through the chain of command until you get your answer. Good luck.
