Subject: picking up carte de sejour

Message: Hello, I know I have to apply for my carte de sejour in NYC. However I wanted to know if I can pick it up in another major city like London. I have heard that. Also, I don't have an address in Paris yet. Will they allow me to make an incomplete application and supply that information later for processing? I am dealing with the NYC consulate. Thanks, Kay

You don't pick up your Carte de Sejour anywhere but in France. I suspect you're talking about the long-stay visa that you need to get into the country so that you can then apply for the Carte. I checked with my embassy in Houston, and they ask for a prepaid Express Mail envelope - so I would guess they'll mail it to you, but not to a non-U.S. address. And no, you cannot submit an incomplete application.
