Message: My husband and I have dual-citizen ship with Italy and the states. Because of the EU citizenship, does anyone know how long we have to live in France to be considered residents? What forms have to filled out?

I believe that you must reside in France for 5 years in order to apply for French naturalization. Bare in mind that applying for it does not guarantee you'll get it, and the process can take months.
